14 February 2017: Out of Africa: The Organisation of Migrant Smuggling across the Mediterranean (Criminology Seminar Series)

Abstract: How are human smuggling operations organised? This paper discusses the findings of an empirical in-depth study of the structure and activities of a smuggling ring operating between the Horn of Africa and Northern Europe via Libya. The study relies on a unique set of novel data sets manually extracted from an extensive police investigation launched after the 2013 Lampedusa shipwreck, in which 366 migrants lost their lives. The evidence includes wiretapped conversations on both sides of the Mediterranean. Using a number of network analysis techniques, this work reconstructs the structure of the ring and investigates the determinants of coordination among its actors.

Paolo Campana is a University Lecturer in Criminology and Complex Networks at the Institute of Criminology. His work specialises in organised crime and forms of extra-legal governance. Other areas of interest include corporate crime; trust, reputation and mechanisms of cooperation in illegal settings. He has a strong interest in the application of network analysis techniques to the study of organised forms of criminality.
